1. Alter Ego Principle
Under the doctrine of qualified political agency, also known as the alter ego principle, department secretaries and heads of executive offices act as the alter egos of the President. Because the Chief Executive cannot personally perform all executive functions, the acts of department secretaries performed in the regular course of business are presumptively the acts of the President. These acts carry full legal force and authority unless they are explicitly disapproved or countermanded by the President, who holds ultimate control over the entire executive department under Article VII, Section 17 of the 1987 Constitution.

2. Executive Control Power
Article VII, Section 17 of the 1987 Constitution grants the President control of all executive departments, bureaus, and offices. The power of control means the authority to alter, modify, nullify, or set aside what a subordinate officer has done in the performance of their duties, and to substitute the President's own judgment for that of the subordinate. The doctrine of qualified political agency directly emanates from this presidential power of control, creating a legal presumption that subordinate acts are authorized executive actions until the President formally intervenes and disapproves them.

3. Exceptions to Doctrine
While the doctrine of qualified political agency generally attributes subordinate executive acts to the President, certain constitutional powers are exclusive to the Chief Executive and cannot be delegated to alter egos. As held in Carpio v. Executive Secretary, powers directly vested in the President by the Constitution—such as the granting of executive clemency, commander-in-chief powers, treaty negotiation, and the power to suspend the privilege of the writ of habeas corpus—must be exercised personally by the President. Any attempt by a subordinate to exercise these exclusive presidential powers is void.
