2026 Labor Law, Q19

Lisa was hired by YG Telecommunications Company (YG) as a District Sales Manager. She purchased a Honda Civic sedan under YG’s car plan benefit. However, due to reorganization, Lisa’s employment was terminated on the ground of redundancy. Consequently, YG ordered Lisa to pay the current market value of the Honda Civic, or surrender the same to the company for proper disposition. Lisa refused to do either, thereby prompting YG to file a suit for replevin before the Regional Trial Court. On the other hand, Lisa argued that the matter falls within the jurisdiction of the Labor Arbiter (LA). Does the LA have jurisdiction? Explain.

1. Labor Arbiter Jurisdiction
Under Article 224 of the Labor Code, Labor Arbiters possess original and exclusive jurisdiction over claims arising from employer-employee relations. However, for a labor tribunal to exercise jurisdiction, the claim must have a reasonable causal connection to the employment relationship. When the cause of action is governed primarily by general civil law rather than labor statutes or a collective bargaining agreement, jurisdiction belongs to the regular courts. The mere existence of an employment tie between the parties does not automatically vest jurisdiction in labor arbiters if the underlying legal claim is essentially civil.

2. Car Plan Benefit
A car plan agreement granted to an employee creates a distinct debtor-creditor relationship that exists independently of the underlying employment contract. When an employer seeks the return of a vehicle or payment of its market value following an employee's separation, the dispute involves property rights and civil obligations under the Civil Code. Because enforcing contractual car plan obligations does not require expertise in labor standards or labor-management relations, any resulting controversy is civil in nature. Consequently, claims rooted in debtor-creditor arrangements fall squarely within the jurisdiction of regular civil courts rather than labor tribunals.

3. Replevin
Replevin is a provisional civil remedy governed by the Rules of Court that allows a party to recover personal property wrongfully detained by another. When an employer files a replevin suit to repossess a company car after an employee's dismissal, the primary relief sought is the recovery of possession or the value of personal property under civil law. Because a replevin action centers on possessory rights under general civil statutes rather than rights granted by labor legislation, regular trial courts retain exclusive jurisdiction to hear and decide the repossession complaint.
