1. Commercial Banks
Under Section 3 of the General Banking Law of 2000 (Republic Act Number 8791), banking institutions are classified based on their statutory powers and operational scope. A commercial bank is authorized to accept demand deposits, extend credit, and perform general banking functions. A universal bank possesses all the powers of a commercial bank plus the expanded authority to exercise the powers of an investment house, invest in non-allied enterprises, and underwrite securities.

2. Thrift Banks
Under Republic Act Number 7906 (Thrift Banks Act) and Republic Act Number 7353 (Rural Banks Act), thrift banks and rural banks serve specialized financial sectors. Thrift banks include savings and mortgage banks, private development banks, and stock savings and loan associations focused on accumulating funds for personal loans and small enterprises. Rural banks provide credit primarily to farmers, merchants, and rural cooperatives to promote agriculture and rural economic development.

3. Cooperative Banks
Under Republic Act Number 6938, as amended by Republic Act Number 9520 (Philippine Cooperative Code), and Republic Act Number 8791, cooperative banks are organized primarily to provide financial, banking, and credit services to cooperatives and their members. Cooperative banks are majority-owned and controlled by cooperatives. They operate under the dual supervision of the Cooperative Development Authority and the Bangko Sentral ng Pilipinas to foster cooperative economic growth.
