1. Gross Inefficiency
Under Article VIII, Section 15(1) of the Constitution, lower court judges are mandated to decide or resolve cases within three months from submission. Undue delay in deciding cases deprives litigants of their constitutional right to a speedy disposition of cases. A judge who fails to render decisions within the prescribed period without obtaining an official extension from the Supreme Court is guilty of gross inefficiency. Judicial efficiency is essential to maintaining public trust and confidence in the administration of justice.

2. Extension of Time
While serious illness or heavy caseloads may justify an inability to decide cases within the mandatory three-month period, a judge cannot unilaterally suspend statutory deadlines. If a judge foresees an inability to comply with reglementary periods due to medical or physical incapacity, the proper procedure is to formally request an extension of time from the Supreme Court. Failing to request an extension before the expiration of the period renders the delay unjustifiable and subjects the magistrate to administrative liability.

3. Speedy Case Disposition
The constitutional mandate securing the speedy disposition of cases requires magistrates to manage their dockets with utmost diligence and promptness. Allowing cases to remain unresolved for extraordinary periods—such as thirteen years—severely undermines the court system and compromises substantial justice. Illness does not automatically exculpate a judge from administrative sanctions when no timely request for additional time was submitted to the High Court.
